About 95million subscribers have had their SIM data improperly captured by the telecoms operators, fuelling crimes like kidnapping in the country, the Nigerian Communications Commission (NCC) has said.

But the telecoms operators retorted this saying the country’s telecom industry regulator has indicted itself.

The NCC said yesterday it will no longer be business as usual for perpetrators of fraudulently registered Subscriber Identity Module (SIM) cards as it will henceforth prosecute those indulging in the illegal activity for felony with a 25-year imprisonment as prescribed by law.

This is just as the commission disclosed that since the SIM registration exercise started in 2011, “A total of 151,449,837 registration data of subscribers have been processed, with only 55,749,652 records valid, making 63.2 per cent of the total records invalid based on invalid face capturing and fingerprints”, thereby underscoring the importance of proper SIM registration.

According to the commission, henceforth, once an agent engaging in pre-registered SIM cards is arrested, the culpability in such a case will cascade to other players in the SIM registration value chain, including the super agents, the Heads of Marketing of Mobile Network Operators (MNOs) and possibly the chief executives of licensees who illegally benefit from such illegal SIM registration activities to meet their marketing targets.

The Executive Commissioner, Stakeholder Management of NCC, Mr. Sunday Dare, who stated this during the South South regional sensitisation workshop on the dangers of fraudulently activated SIM cards organised by the commission in Port Harcourt, Rivers State, insisted that the right thing must be done by the registration agents and their MNOs to curb the dangers posed by the menace.

According to Dare, who was represented at the forum by the Director, Compliance Monitoring and Enforcement at the commission, Mr. Efosa Idehen, the new move followed eight years of continuously fighting cases of fraudulently registered or activated SIM cards by the commission; starting from 2012, without appreciable compliance by the MNOs and their different layers of registration agents across the country thereby constituting a threat to national security and jeopardising national interest.

Dare explained that aside several sanctions provided in the Registration of Telephone Subscribers Regulations 2011 for improperly registered SIM cards, penalty for violation, imposition of N1m on a person found to be dealing with subscriber information in a manner inconsistent with the regulations, arrest and prosecution, among others, which the commission had been enforcing, the NCC “will begin to be placing national security and national interest against anybody found culpable in fraudulently registered SIM cards in the telecoms industry.”

But speaking with Daily Trust on phone yesterday, the Chairman of Association of Licensed Telecommunications Operators of Nigeria (ALTON), Engr Gbenga Adebayo said by saying the telcos didn’t do the SIM registration properly the NCC had shot itself in the foot.

‘’NCC has by this statement indicted itself. The regulator gave us the template with which we used and based the registration of subscribers upon. Now it is saying the template is bad. It has indicted itself’’, the ALTON chairman said.

Meanwhile, aside representing Dare at the event, Mr. Idehen, who made a separate in-depth presentation on the dangers of dealing in pre-registered SIM cards, took the participants through the various regulatory interventions already implemented and other ongoing initiatives all aimed at enforcing broad range compliance with SIM registration rules in the last eight years.

“Unfortunately, despite the level of stakeholder engagements, sanctions so far imposed, arrests made and prosecutions secured through working with law enforcement agencies, among others, the level of compliance with the SIM registration rules by the various players across the SIM registration value chain remains unsatisfactory,” he said.

According to him, the low compliance level had, therefore, necessitated the need for the sensitisation workshop to, once again educate all players in the SIM registration value chain on the dangers posed by fraudulently registered SIM cards to the country’s national security.

“It is no longer going to be business as usual for all players in the SIM registration value chain. We will no longer allow some deviants to jeopardise our national interest and national security.

“Today, cases of fraudulently registered SIM cards have been aiding and abetting robbery cases, kidnapping, financial fraud and all manners of criminality where the anonymity of the registered subscribers make criminal investigation difficult for the law enforcement agencies.

“That is why we will now be pleading breach of national interest in the prosecution of arrested perpetrators of pre-registered SIM cards,” Idehen said.

“Agents must ensure that clear pictures of the subscribers are properly captured, that their fingerprints are well-taken and that only four ID cards are recognised for now, any of which must be presented and confirmed by the registration agents before doing SIM registration,” stressing that MNOs and their agents should accept the mantra: “No valid identity card, no SIM registration,” he added.

48 ABU students get N4.8million Chinese scholarship

Some 48 selected students of the Ahmadu Bello University, ABU, Zaria have been awarded with N100,000 each by the Chinese government as assistance to their educational pursuit.

The gesture was part of the Nigeria-China educational collaboration tagged ‘October 1st Scholarship for China-Nigeria Friendship’.

Speaking on behalf of the Chinese Ambassador to Nigeria, Dr. Zhou Pingjiang, the Deputy Ambassador, Mr. Zhao Yong, said the award was the second one by the Chinese Embassy to selected “intelligent students of ABU.”

He added: “ABU, as one of the best universities in Nigeria, has a long standing relationship with China. Apart from scholarship award, China has commissioned a new language laboratory at ABU. Since the enlistment of diplomatic ties in 1971 between China and Nigeria, the friendship and cooperation have delivered tangible benefits to the two nations.

“In terms of investment, the accumulated China non-financial investment in Nigeria approaches $2.8 billion, contributing significantly to local economy and job creation.”

Pingjiang said Nigeria is now China’s second largest export market and the third largest trading partner and major investment destination in Africa.

Responding, Vice Chancellor of ABU, Prof. Ibrahim Garba, said the support the university was getting from China was immeasurable, saying that the Chinese language teacher provided to ABU by China was adding value to the relationship.

Buhari arrived in Lagos for one-day official visit.

President Muhammadu Buhari has arrived the Murtala Muhammed Airport (MMA) Ikeja Lagos for his one-day official visit to the state.

The Presidential Jet with tail number 5N- FGT touched down at the airport around 10:30 a.m.

The Presidential wing of the airport has played host to many dignitaries ahead of the President’s arrival.

There’s also heavy security in and around the airport as Senior government officials, Governors, among others made their way into the Presidential wing.

Some of the dignitaries sighted by our correspondent are Governors Akinwunmi Ambode (the host Governor), Abiola Ajimobi of Oyo State, Ibikunle Amosun of Ogun State and Kayode Fayemi of Ekiti.

Others are Deputy Governor of Edo State, Phillips Shuaib; Lagos Governor-elect, Babajide Olusola Sanwo-Olu and the Deputy Governor-elect, Femi Hamzat.

While in Lagos, the President is expected to commission the 10-lane Murtala Muhammed International Airport (MMIA) road; The Oshodi Transport Interchange; the 820 Air-conditioned new buses; the 170-bed Mother and Child Hospital; among others.

UN Awards 140 Nigeria Police Officers Serving in Mali


140 Nigerian peacekeepers serving with the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) have been awarded the United Nations medal.


The Deputy Chief of the United Nations Police Component (UNPOL), Brigadier General Jean François VOILLOT, presided over the ceremony that was held in Timbuktu.


The medal recipients, including 40 women, were members of the Nigerian Formed Police Unit (FPU).


The UN medal rewards the courage and commitment of peacekeepers who have spent 90 days in MINUSMA, particularly in northern Mali, in the service of peace.


The UN Police unit conducts daily, long and medium range patrols with the Malian Defense and Security Forces (FDSM), including the Police and the Gendarmerie, in the city of Timbuktu and the surrounding villages.


It also conducts escorts and security operations allowing people to go about their business in serenity.


UNPOL Deputy Chief Voillot congratulated the recipients for the professionalism that allowed them to honorably perform their missions with determination and integrity.


“You will receive the UN medal which is both a testimony and a mark of recognition of the international community for your participation in the efforts and work done for the stabilization and maintenance of peace in Mali,” he stated.

Buhari To Hold 'Frank" Meeting With Ndume, Goje Over Senate Presidency


President Muhammadu Buhari may hold a “frank” meeting with two of the three aspirants for Senate President – Sen.Danjuma Goje and Sen. Ali Ndume — on the adoption of Senate Leader Ahmed Lawan for the office.
The All Progressives Congress (APC) is working towards a lone candidate for the job.
Lawan yesterday intensified lobbying of senators-elect from the opposition, especially those from the Peoples Democratic Party (PDP).
The main issue between the APC team and the PDP senators-elect has been the mode of voting during the inauguration of the Senate in June.
There are indications that a block vote by PDP senators may not be possible.
According to sources, the President decided to intervene in the race for Senate president to avoid APC going into the battle as a divided house.
A source, who spoke in confidence, told The Nation: “The President will meet with Goje and Ndume to explain to them the rationale behind the adoption of Lawan as the party’s candidate for Senate president.
“Some of the aspirants have claimed that Buhari has not stated where he stands on the matter. In order not to take things for granted, the President has decided to hold a frank session with Goje and Ndume.
“The meeting will hold at or before the weekend. But after the dialogue, the President and the party may then draw the battle line if the two aspirants do not want to respect the supremacy of APC.
“We hope reason will prevail and these aspirants will leave the party united.”
Responding to a question, the source added: “The Presidency and the APC are working towards the emergence of one candidate for the Office of the President of the Senate. This is the maximum Buhari and other leaders may tolerate.”
A member of Lawan’s campaign team said after the meeting with more senators-elect from the opposition, especially the PDP, the Senate Leader was trying to consolidate the gains made“by building confidence and trust”.
“There are some prejudices and fears we have succeeded in addressing to allay misgivings by our colleagues,” he said, pleading not to be named because he is not permitted to talk on the issue.
The source spoke on the mode of voting during the inauguration of the National Assembly on June 6.
“Those in APC are adamant on open voting and some senators-elect in the opposition have stuck to secret ballot system. We are confident that we shall all be on the same page before the inauguration,” he said.
